Shanaaz Carroll
With over twenty five years working with people and places Shanaaz has experience of leading policy development at national, regional and local levels gained working directly with government departments and partnerships. Shanaaz has also led major government programmes delivering advice and guidance to local authorities and partnerships on enterprise and business growth, partnership and stakeholder engagement and local economic development. She is a skilled networker who is able to bring people together delivering real change on the ground.
Shanaaz left her position as Chief Executive at the Association of Town & City Management in 2017 to set up Make The Link enabling her to work with wider range of partners on a diverse range of topics both within and outside the fields of place management.

Andrew Carroll
After moving from a long building career Andrew became a British Sign Language Interpreter and Communicator working with hearing impaired clients with the public and charity sectors. He has experience gained within the education and care sectors and is able to work with clients with a range of disabilities.
Andrew works with clients on a one to one basis or is able to work with groups communicating messages and information as required.

Make The Link and The Retail Group has been appointed by Sutton Council to provide free, confidential business support and guidance to businesses across the borough. The Council is keen to help businesses boost their performance, resilience and bounce back strongly following the pandemic. It is using the Additional Restrictions Grant provided by the Department of Business, Energy and Industrial Strategy to provide this support and guidance.
This support will be available in Carshalton, Cheam, North Cheam, Rosehill, Wallington and Worcester Park. A survey will be distributed to businesses within these centres followed by 1:1 support and via a business network. To download the survey click the link below.
